I found out the error - it's a bug that doesn't let you use the same name for the host as for the zone.

This drove me crazy. I was trying to install JServ on Sun Ultra 10. I would set up a zone restart the webserver (Apache 1.3.6) and I would still get "Servlet zone XXX not found". Finally I found it in another newsgroup. There is one process that is not killed when you stop and start the webserver. it looks like this:
nobody 14071 0 18:32:08 /space/java/jdk1.2.1/bin/../bin/sparc/native_threads/java org.apache.jserv.JSer
I did a kill -9 on this and restarted the webserver and my zones appeared. Maybe I was shutting down Apache incorrectly. According to my documentation I did:
kill -TERM 'cat /path/to/logs/log/httpd.pid'
and this did shutdown the webserver but not JServ.
