Definition of CMS
Before starting with the top 3 CMS packages i want to explain the definition of CMS. CMS stands for Content Management System. Such systems are basically made to manage the content of a website. A CMS software package consists of two general elements: the content management application (CMA) and the content delivery application (CDA). The CMA part allows the content manager to manage and publish the content on the website without the need of any HTML or coding skills. The CDA part helps the compilation and updating of that content.
Drupal

Drupal is a free and open source content management framework written in PHP. It was released in 2001 by Dries Buytaert. After downloading Drupal for the first time, it contains basic features like most CMS packages; menu management, maintenance, user account registration, RSS feeds, page layout customization, and system administration. So as a beginner it’s possible to start your own company website, a blog, an internet forum or a community website.
Drupal comes out of the box with 1549 free themes to choose from. It also has already 19.161 modules. You could additionally also buy a premium theme or modules from other website which i handle later.
For the moment (2012) Drupal has 903.321 users from 228 different countries. Some popular examples of websites using Drupal are whitehouse.gov, nasa.gov, warnerbros.com and sportswear manufacturer nike.com.
Drupal also has a very large community (drupal.org/community) of users and developers which provides a place for groups to organize, meet, and work on projects.
In short, Drupal is a very flexible software system which gives developers the possibility to do anything with content! A disadvantage of Drupal is the grade of difficulty to work with, especially for beginners in CMS.
WordPress

- if you want to develop a website with more possibilities than just a blog then it’s advised to visit wordpress.org where you can download the WordPress software and have it installed on your own host or a virtual host on your computer. Self hosting WordPress opens also the doors for using a lots of free plugins which helps setting up your webpage with a lot of widgets and other tools.

If your are still confused which CMS to use ? You first want to test these before paying for a host? Then I can advise you to install MAMP (for mac) or WAMP (for windows) which is a free software used to run web sites on servers running the Apple/Windows operating system. Once installed MAMP/WAMP you can start testing Drupal, Joomla or WordPress on your own computer!
Not Happy with the Themes?
