Near the end of World War II, Japanese civilians on Saipan had been told what sadistic things Americans would do to them if the island were taken.  Many took their own lives at this cliff rather than be subjected to such horrors.  The fact that there is no historical evidence of systematic persecution by Americans in Japan is perhaps the reason this video appears to show a ghostly jumper still trying to escape.
