Check August data dumps to finds unremoved author locations

Problem

When the August dump is out (early September?) I want to check the authors table to see if we removed all the locations.

This is a followup to #11100
And would be a nice double check for #11099

I will do this, the issue here is to remind me. So no need for anyone to request to be assigned this issue.
