It looks like the documentation is a bit outdated.

Assuming network connectivity, the "Repair-WinGetPackageManager" cmdlet in the "Microsoft.WinGet.Client" PowerShell module should do the trick.

I'd run something like:
Repair-WinGetPackageManager -Latest -Force to ensure the latest stable version of WinGet is present on the system.
