In general, I completely rewrote this code, now we can specify a file and each time the script will not recreate the HaProxy configuration when the container is restarted.

I think it's good, the only point I would like to mention is that you fail when both env vars are specified, while (e.g.) nextcloud has set the _FILE variable as the one with priority over the non_FILE one
but that's just something personal, so if that's fine for you I don't have anything against it
