Cannot apply for Student Pack from Myanmar (Support form blocks VPN)

I am a student from Myanmar trying to apply for the Student Developer Pack.
The Issue:
I cannot submit the application form or a support ticket because GitHub blocks my connection.
I reside in Myanmar, where access to GitHub is restricted, so I must use a VPN/DNS to access the site.
However, when I try to submit the support form, I get an "Oops!" error because the system detects my VPN/Proxy.
I am stuck in a loop. I have valid proof of enrollment from University of the People, but I cannot submit it due to this technical block.
Could a staff member please assist me in verifying my student status manually?
