This is a known issue with GitHub Education's automatic institution detection, when multiple institutions share a domain, the system can map it incorrectly. Since the verification flow is blocked and you can't manually override the institution, you need to contact GitHub Education directly: Contact GitHub Support:

Hi,
I’m experiencing an issue with my GitHub account verification flow.
I have a verified academic email address ending with @edu.hse.ru, which belongs to
National Research University Higher School of Economics (HSE), Moscow.
However, GitHub automatically associates this domain with “HSE Lyceum Perm”, which is
a different institution and not where I study.
Because of this misclassification, I’m unable to proceed with the verification flow —
the “Continue” button remains disabled, and there is no option to correct the institution
or submit the form manually.
