IEA at COP30

The IEA is a key contributor to the 30th United Nations Climate Change Conference (COP30), taking place under the Presidency of Brazil from 10 November to 21 November 2025 in Belém.
The IEA will also participate in the Belém Climate Summit on 6-7 November, where Heads of State, Governments and International Organisations will provide direction on key topics ahead of COP30.
Brazil’s Presidency intends for COP30 to focus on implementation – bringing together the international community to translate the outcomes of the first Global Stocktake into concrete actions. These include the energy goals laid out in the Stocktake.
Our work to support COP30 includes
High-Level Energy Transition Dialogues: The IEA and COP30 Presidency have jointly convened a series of High-Level Energy Transition Dialogues this year, bringing together decision makers from around the world during European Sustainable Energy Week in Brussels, at the second Africa Climate Summit in Addis Ababa, and during the UN General Assembly in New York. Building on the success of dialogues in previous years, the 2025 series has helped to shape energy-related activities, outputs and potential outcomes for COP30, including Brazil’s “Belém 4x” sustainable fuels pledge.
Delivering best-in-class analysis and data: The IEA has provided a wide range analysis and data in support of Brazil’s COP30 Presidency as it works to advance progress towards the energy goals laid out in the Global Stocktake, such as tripling global renewable power capacity and doubling the rate of energy efficiency improvements by 2030. The Agency has also provided analysis and policy guidance on priority topics for the COP30 Presidency such as scaling up sustainable fuels, enhancing grid resilience, expanding energy access, and solutions to scale up energy investments in emerging and developing economies in support of the Baku to Belém Roadmap to 1.3T.
Support for the Action Agenda: The IEA is on the Secretariat for two energy-related COP30 Action Agenda objectives – the objective on doubling energy efficiency and tripling renewables, and the objective on energy access.
